According to the IIO comments the civilian assumed the Member ignored the situation but didn’t go to the distressed person.

I know the area of question which has a great number of medical emergencies and it is very possible the Member had to respond to one.
Filing a complaint because you don't know what is transpiring is both ignorant and vindictive toward the Force.
