China monitoring its overseas citizens with their own police.
"China has opened dozens of 'overseas police service stations' around the globe to monitor its citizens living abroad, including one location in New York City and three in Toronto."

Why does China feel the need for three police stations in Toronto and only one in New York?
The Mainland Chinese government monitors every citizen through a smartphone app. Are they doing that in these countries?
