When Barack Obama was in Russia on his first trip as president, he commented that knowing the Russians were bugging their hotel rooms didn't bother him. "We spy on them all the time!"
Is that understanding being applied to the possibility the Chinese are spying on North America?

The cameras could be disabled, the balloon captured n data recovered.
