The problem isn't enforcement per say, it is our laws. We have neither the personnel nor the time or space to prosecute petty theft.
Removing offenders from the community has worked in other cities where offenders are encouraged to leave one area for a nearby community.
Many BC communities don't have that opportunity, there are no nearby communities.
Police have frequently proven that when thieves can't acquire your property they go elsewhere.
