California Proposition 36 is now law and is intended to reduce the incidents of shoplifting which has mushroomed out of control to the extent some stores have closed for good.
Could this work in Canada?

Would support or rejection break into partisan politics as it did in California?
Would the Conservatives approve and the Liberals oppose?
Provincially in British Columbia, would the NDP oppose while the new Conservatives support?
(California) "Business owners and police unions, however, heavily supported the measure."
"Proposition 36, which increases punishments for some retail theft and drug possession offenses, went into effect Wednesday morning in California.
Voters overwhelmingly passed the prop back in November with a 69% majority."
The California Democratic Party opposed the proposition while the Republicans applauded it announcing, “California has an epidemic of drug use, trafficking, and repeat retail theft because people committing these crimes do not face any serious consequences,” and that “Prop 36 will create real accountability for breaking these laws.”

I was in a BC store yesterday just after two men stole over $1,000 of fragrances. No security officers. The staffer who confronted the thieves said the company doesn't want anyone to stop the thieves. So they keep coming back and apparently more aggresive each time. This is insane!
