Are Kamloops children drawn to crime or is the city's crimes committed by outsiders?

"Blundell said an education approach should target young girls in grades 4 through 6. She said it is a vulnerable stage, during which time youth are drawn into gangs."

Could this money be used to educate the public in the benefits of locking doors, creating Neighborhood Watch programs and lobbying the ministry to legislate zero bail for suspects of violent crime?

This convicted robber who used a firearm, fake or not, was released and is gone.
