"'The NPF acknowledges that the incident at Onslow Fire Hall was traumatic for everyone involved, and that the ongoing police response to an active shooter known to be murdering innocent bystanders made it difficult for this trauma to be properly addressed. We also stand by the actions of Constables Melanson, Brown, and Gagnon at the Onslow Fire Hall, who each acted to the best of their abilities to fulfil their duty to try and stop the killer, based on the knowledge, information, and resources available to them at the time.'" Brian Sauvé, President of the National Police Federation
The question remains, why did the Members shoot? The "suspect" was not pointing a weapon at them. Thankfully Melanson and Brown didn't hit the Member talking with a civilian outside the firehall and no one inside was injured by the penetrating bullets.

"We also support and recognize the actions of Cst. Dave Gagnon, who despite having been on the receiving end of friendly fire, resolutely and bravely continued to guard his post, protecting the occupants of the Fire Hall even while remaining a potential target for the killer."
The irony is Gagnon was protecting the firehall occupants from fellow Mounties.

I wish there was additional information. From the accounts I've read by those in attendance, the officers opened fire without identifying themselves or knowing at whom they were shooting.
