RCMP wasn't answering their phones.
"The provincial EMO executive director, Paul Mason, has told the commission that one of their staff tried to speak with the Mounties the morning of April 19 to check if they wanted an alert sent out, but couldn't reach anyone."
Ignorance prevailed.
"Multiple RCMP staff and officers have said they had no idea the national Alert Ready system that is used for major weather events or Amber Alerts could also be used for policing."

RCMP reject Halifax offer to assist.
"The chief said that he personally offered help to Chief Supt. Janis Gray, who was the head of Halifax RCMP at the time, around 8 a.m. on April 19 but never heard back."

The corporal in charge during Wortman's rampage last assignment was in media relations. She had zero tactic experience. Four children whose parents Wortman has murdered were hiding in a basement. Mounties knew their location but didn't rescue them for three hours.
One officer was ready to defy the corporal's orders and rescue the children himself. She told him that if he did she would fire him.
The children saw their mother lying in her own blood, her face blown off.
They waited in fear for three hours while Wortman searched for them and Mounties were close, doing nothing to save them.
